The accused is a 38-year-old white man with a prominent neck tattoo and large holes in his earlobes.
A tattoo artist with a long criminal past is accused of sexually assaulting more than a dozen women in North Texas, most of whom he baited with the prospect of free or cheap tattoos before the attacks, police said.
Lewisville police arrested Chapman Edward Swindell, 38, on Jan. 27, WFAA-TV (Channel 8) reported.
According to an arrest warrant affidavit, Swindell —who called himself “Eddie Bigbee” — offered women low-priced or free tattoos, saying he wanted to “build his profile.” After partially inking the victims, he would order them to remove their clothing and offer them alcohol or drugs if they resisted – including PCP and methamphetamine, the police documents state.
