But Russia is quite low on a per capita basis. The country has 144 million people meaning it has 2.4 IS fighters per 100,000 inhabitants. In contrast Belgium, with 478 IS fighters and a population of 11 million has 4.3 IS fighters per 100,000 inhabitants.
An even more relevant measure would be IS fighters per Muslim inhabitants. 10% of Russia is Muslim so there are 23.7 IS fighters per 100,000 Muslims. In Belgium, where 5.2% of the population is Muslim, there are 83.6 IS fighters per 100,000 Muslims.

Russia has become the top exporter of fighters who join the ranks of ISIS, according to a new report.
The assessment from DC-based security intelligence consultancy Soufan Group has revised the count of ISIS militants from Tunisia from 6,000 in 2015 to the current number of 2,920. By comparison, Russian nationals who have joined the ranks of the terror group have jumped from 2,400 in 2015 to a current number of approximately 3,417.
Russian security officials long have been worried about the threat that returning Russian nationals could pose. ISIS even has an affiliate in the country’s North Caucasus region. The extremist group has killed over a dozen security forces in Chechnya in recent years.
